About the Course

The topic: "Updates on Original & Subsequent Land Registration Transaction" is a brief presentation of practical solutions to some tricky legal situations encountered in the registry offices and procedures and processes in courts in relation to original land registration. It will likewise be a brief survey of very recent jurisprudence on the subject of land titles and deeds. The MCLE participants will be introduced to some "out-of-the-box" solutions to some difficult legal issues encountered in the course of registration of deeds and instruments in the registry offices. And if time permitted, it will include a short presentation on the so called e-Title project of the LRA.

Lecturer: Leyretana, Robert Nomar V.

Atty. Robert Nomar V. Leyretana or “Dep Bob” as he is fondly known in the Land Registration Authority (LRA) is a dedicated official of the agency for over 17 years now. He started his career in LRA as Chief of the Law Division in 2003 and went up the bureaucratic ladder until his present position as Deputy Administrator. He had the unique opportunity to serve as Officer-in-Charge (OIC) Administrator of LRA from August 2016 to June 2017. Prior to his stint in the government, he had an extensive private practice in the field of land titling from 1995 to 2002. He earned his AB in Political Science from the University of Sto. Tomas, and Juris Doctor from Ateneo Law School as a university scholar. Recognizing his competence in public governance, he was conferred by the Office of the President with the rank of CESO II, the second-highest rank given to a career government official. His expertise in the field of land registration laws earned him the distinction of MCLE lecturer on the same subject in UP, Ateneo, DLSU, UE, New Era University, and Arellano Law School. He is also a bar reviewer in UP and a part-time law professor in Ateneo, DLSU, and NEU. Aside from local lectures for special interest groups such as PAREB, REBAP, SHDAP, and the like, he had the distinction of being invited to speak in several international fora such as The World Bank Annual Conference on Land Governance and Poverty Alleviation in Washington, D.C.
