OOMPI or Online and OnDemand MCLE Philippines Inc. is an online learning platform that aims to upgrade the delivery of mandatory continuing legal education (MCLE) to practicing lawyers in the Philippines.
By providing an easy-to-use, logical yet technologically-advanced system, OOMPI enhances the learning experience of each enrollee and empowers them to digest every learning session at their own pace and convenience.
The Vision
OOMPI is the brainchild of six colleagues and friends, namely Atty. Chito M. Cruz; Atty. Napoleon G. Cruz; Atty. Victor Johann N. Espiritu; Atty. Paquito N. Ochoa, Jr.; Atty. Perry L. Pe; and Atty. Daniel Kendrick T. Tumangan, who were determined to come up with a practical, scalable and less tedious way of imparting continuing education units to lawyers.
They wanted to create an accessible yet captivating learning program that lawyers could log on to whenever and wherever through the use of digital devices.
After much planning, as well as collaborations with various international tech providers, OOMPI, in partnership with Manuel L. Quezon University (MLQU) , presented its advanced online learning platform to the Supreme Court and the MCLE Office and Governing Board.
Chito Cruz worked with Belo, Gozon, Elma and Associates prior to establishing Cruz Cruz Navarro 111 law offices. He was appointed Chairman of the Housing and Urban Development Coordinating Council and Chairman of the Home Development Mutual Fund during the Aquino Administration. He also served as senior administrator of the Subic Bay Metropolitan Authority.
NAPOLEON G. CRUZ
Nap Cruz is the President and General Counsel of Teqnologix Philippines, a leading engineering telecom solutions provider in the country. He also served as the General Manager for Fronteo Philippines and Director for Global Project Management Services of Fronteo USA. He also acted as Trial Manager and Technology Project Manager of McDermott Will & Emery LLP.
VICTOR JOHANN N. ESPIRITU
Johann Espiritu is an active faculty member and lecturer specializing on Information Technology Law at the Ateneo de Manila School of Law. He is also a member of the Advisory Board of the Georgetown University Law Center in Washington, D.C. A Partner at Romulo Mabanta Buenaventura Sayoc & De Los Angeles, he is licensed to practice law both in the Philippines and New York.
PAQUITO N. OCHOA
Jojo Ochoa is the Founder of PNO Management and Legal Consulting, Inc. Known for his vast contribution as Executive Secretary of the Philippines under the Aquino Administration, he also served as City Administrator of Quezon City from 2001 to 2010.
PERRY L. PE
Perry Pe is the Dean of the Palawan State University School of Law and a Senior Partner at Romulo Mabanta Buenaventura Sayoc & De Los Angeles. He also serves as Consul General, ad honorem of the Kingdom of Denmark based in Cebu. Bestowed the Knight’s Cross of the Order of Dannebrog in recognition for his services to Denmark.
DANIEL KENDRICK TUMANGAN
A Partner at Romulo Mabanta Buenaventura Sayoc & De Los Angeles, DK Tumangan's practice focuses primarily on corporate law, litigation, arbitration, natural resources and labor. He is a member of both the Philippine Bar and International Bar Association, and is the legal counsel of various foreign and local clients. He is also the Director of AIM Review Philippines, Inc. and Farragut North Corporation.
TRANQUIL SALVADOR III
Tranquil G. S. Salvador is the Remedial Law Examiner in the 2018 Bar Examination, Author of Criminal Procedure published and released by Rex Publication, Inc., and Columnist for "Footnotes" in the Manila Standard. Partner in Romulo, Mabanta, Buenaventura, Sayoc and de los Angeles Law Office (ROMULO), and Co-Chair of its Litigation and Arbitration Department. Dean of the Manila Adventist College-School of Law and Jurisprudence, and Former Dean of the Pamantasan ng Lungsod ng Pasay. Professor of Law in the Ateneo de Manila University, University of the Philippines, Pamantasan ng Lungsod ng Maynila, and University of Makati. Member of the Supreme Court Committee on the Revisions of the 2019 Rules of Civil Procedure and Evidence. Juris Doctor graduate of the Ateneo de Manila University, School of Law; and Masters of Law in U.S. and Global Business Law and Visiting International Scholar on Trial Advocacy at the Suffolk University Law School.
MONINA M. LAGMAN
Monina is a lawyer and consultant at Sapient Consulting Ltd., a Hong Kong company that provides offshore solutions. She is also one of the two Filipino full members of the Society of Trust and Estate Practitioners (STEP). She also is a licensed real estate broker and has been a director of a real estate board in the Philippines.
