1 - Do digitized copies of certificates of title really do not need the signature of the RD? 2 - If the public bidding of reclaimed lands is conducted only after the reclamation itself and the issuance of patent, why/how are some private corporations doing reclamations? 3 - If the non-owner requests for reissuance of title, how can the the title get reissued to a different owner if the RD still has the original (with the name of the real owner)?
