De la Rosa, Jose Lorenzo R.

Jolo, is the Presiding Judge of Branch 4, RTC Manila, a family and the exclusive land registration court of the City of Manila, started his career in the Judiciary in November of 2005 when he was appointed as Judge of the MTC of Victoria, Laguna. While an MTC Judge in the municipality of Victoria and Representative of 1st Level Courts in the Board of Trustrees in the Philippine Judicial Academy (PhilJa), he not only acted as Presiding Judge of other neighboring municipalities and the city of San Pablo, he assisted as well in lowering the court docket in the city of Bacoor, Cavite. After 6 ½ years as a Municipal Trial Court Judge, he was appointed to his present position, where aside from exercising his duties in his own court room, is also an Acting Presiding Judge for Branch 45 of the Manila RTC. As an erstwhile designated Acting Presiding Judge of Branch 24, RTC Manila which is a Special Commercial Court, he was exposed to and sharpened his knowledge of Commercial Law. Being a believer that future lawyers have to be taught that the legal profession is a noble one in order for them to be truly instrumental in helping our country, he decided to teach in 2001 which was soon after he graduated from the Ateneo Law School in 1999, even as he was still honing his own skills as a litigation lawyer. Although he regularly teaches Civil Procedure and Legal Profession at Ateneo Law School and Civil Procedure, Special Civil Actions and Provisional Remedies, and Evidence at San Sebastian-Recoletos Institute of Law, he has, in his 15 years of teaching at various law institutions, handled a variety of subjects, from electives, Constitutional Law, Civil Law, to Criminal Law. He likewise lectures with the UP Law Center Mandatory Continuing Legal Education Program and conducts pre-bar review in Evidence, Criminal Procedure, and Criminal Law. Due to both his judicial experience and exposure to the academe, Jolo, who is a Fellow of the International Visitor Leadership Program (IVLP) of the United States of America, Department of State, has been and is still part of a number of Technical Working Groups (TWGs) all geared toward Judicial Development and Reform. In 2013, he was part of the TWG for the Revision of the Rules of Civil Procedure. At present, he is in the TWGs for Drafting Guidelines for Continuous Trial, Piloting of Rules 22 and 24 of Civil Procedure, and Court Forms. Aside from giving lectures on and assisting in pilot testing such topics, he also acts as Facilitator and Lecturer in Trainings on Gender Sensitivity, Handling Child Abuse Cases, and Human Trafficking.
